Abstract What is the meaning of ‘consensus’ within and beyond UNFCCC? alternative interpretations consensus are available based on facilitation practice related literature? This article assesses mismatch between how UNFCCC interprets its broader interpretation in literature, proposes a way forward using concept ‘standing aside’ more prominently. The restrictive has far-reaching implications for ability world’s central climate regime to be fit purpose, i.e., facilitating multilateral action. analysis points problems unpredictability ambiguity determination that exists. Many negotiators chairs acknowledge problem predominantly interpreting as unanimity have subsequently sought ways address damage it does through ad hoc rulings exists sometimes by ignoring expressions objection; however, this comes at expense good predictable process.
